How do I edit my pics with funny things, like cartoon eyes, or swirl my facial features?

I saw a few pictures on Myspace that had been edited with big cartoon eyes in place of the person's real ones, and a face that had all the facial features swirled. How do I do this on my own?How do I edit my pics with funny things, like cartoon eyes, or swirl my facial features?
Picnik or Lunapic are great all round web based and FREE editing tools. Adobe, makers of the expensive Photoshop, now has a free website version in Photoshop Express. If you need/want more features downloading GIMP is a great options. Still free, but you have to download the software. There are also free tools to add text blurbs, to make collages, to put your photo into other images. There are a number of tools that allow you to put the image of a face into other photos for some fun creations. Check out the links below for more ideas.

You're going to need a raster graphics editor, such as Photoshop, GIMP, or Paint Shop Pro.

GIMP is free, I believe. At least, it was a few years ago when I used it. I couldn't figure out how to work it for the life of me, though, and as I had no need, being skilled with Photoshop, I gave it up.

Ah, yes. The person above me beat me to the punch. GIMP is indeed free, though it's complicated as all get-out.
I think you can do that with a free downloadable program called GIMP. I know you can do some simple animation to your pics.
